CONCERN – Professional Services for Children, Youth, and Families is a private, non-profit, community-based child welfare agency founded in 1978 to serve abused, neglected, abandoned and/or delinquent children and youth. CONCERN has assisted over 12,000 children and youth in need, including approximately 500 children each and every day.

CONCERN offers services through programs including foster care, adoption, counseling, community life skills, and delinquency services. CONCERN is licensed by the Pennsylvania Department of Public Welfare, the Maryland Department of Human Resources, and affiliated with the Pennsylvania Statewide Adoption and Permanency Network.

CONCERN operates the following regional offices in Pennsylvania: Greater Berks (Fleetwood, Wyomissing, York), Lehigh Valley (Bethlehem), Northeast (Eynon, serving Scranton/Wilkes Barre), Southeast (Willow Grove, serving Greater Philadelphia), and Susquehanna Valley (Lewisburg and Wellsboro). It also operates a regional office in Lanham Maryland (serving Prince George’s County and southern Maryland). In addition, CONCERN operates two Treatment Units for Boys in Lehighton and Coatesville, Pennsylvania, as well as a Life Skills Institute with two life skills group homes in Williamsport, Pennsylvania. The corporate office is located in Fleetwood, Pennsylvania.

CONCERN not only has a significant impact on the lives of children, CONCERN also provides a significant economic impact in the communities where services are provided and where foster parents reside. A local Economic Impact Report is published annually to illustrate this financial impact.

To assist with the varied needs of the children in care, CONCERN accepts donations through its semi-annual mail appeals, special events, and unsolicited donations. Donations are placed into the Special Needs Fund or STAR (Supporting Teens After Release) Fund.

CONCERN's Special Needs Fund was created to enhance the quality of life of the children by enabling them to participate in many of the traditional experiences of family and community life and to meet expenses of unusual and extraordinary needs that arise with many of the children in our care and which are not covered under traditional funding sources.

CONCERN established the STAR Fund to meet the gap in services which often exists when young men and women "age out" of the child welfare system.
