CONCERN is a private (501)(c)(3) non-profit community based child welfare organization dedicated to meeting the needs of abused, neglected, and delinquent children and youth.  Founded in 1978, CONCERN began as pioneer of treatment foster care, believing that children placed into care should live in a traditional family setting in the community, rather than in a residential or institutional setting.  Since this time, CONCERN has been at the forefront of innovative programs and treatment methods to meet the individual needs of the child.  

Beginning with three foster parents and eight children in care, CONCERN has since served more than 13,000 children and youth, including placing approximately 1,500 into adoptive families.  Through 14 service sites throughout eastern Pennsylvania and Maryland, CONCERN offers a comprehensive array of foster care, residential, and counseling programs.  Each day, our foster care and residential programs impact the lives of nearly 500 children and youth.  Each year, our counseling services touch the lives of more than 2,500 individuals through community-based, outpatient, and employee assistance programs. 

CONCERN operates the following regional offices in Pennsylvania: Greater Berks (Fleetwood and Wyomissing), Lehigh Valley (Bethlehem), Northeast (Eynon, serving Scranton/Wilkes Barre), Southeast (Willow Grove, serving Greater Philadelphia), and Susquehanna Valley (Lewisburg and Wellsboro). It also operates a regional office in Lanham Maryland (serving Prince George’s County and southern Maryland). In addition, CONCERN operates two Treatment Units for Boys in Lehighton and Coatesville, Pennsylvania, as well as a Life Skills Institute with two life skills group homes in Williamsport, Pennsylvania. The corporate office is located in Fleetwood, Pennsylvania.

CONCERN publishes an Annual Report each year to keep our supporters informed of accomplishments throughout the previous year.

CONCERN not only has a significant impact on the lives of children, CONCERN also provides a significant economic impact in the communities where services are provided and where foster parents reside. A local Economic Impact Report is published annually to illustrate this financial impact.

To assist with the varied needs of the children in care, CONCERN accepts donations through its semi-annual mail appeals, special events, and unsolicited donations. Donations are placed into the Special Needs Fund or STAR (Supporting Teens After Release) Fund.

CONCERN's Special Needs Fund was created to enhance the quality of life of the children by enabling them to participate in many of the traditional experiences of family and community life and to meet expenses of unusual and extraordinary needs that arise with many of the children in our care and which are not covered under traditional funding sources.

CONCERN established the STAR Fund to meet the gap in services which often exists when young men and women "age out" of the child welfare system.
