Timeline of CONCERN's Milestones

1977

CONCERN – Professional Services for Children and Youth is incorporated as a not-for-profit legal entity. Pennsylvania Department of Public Welfare grants license to begin operation.

1978

CONCERN begins operations with three foster families and eight children in care. Specialized Foster Care (currently known as Intensive Foster Care) and Regular Foster Care (currently known as Traditional Foster Care) programs are initiated in Fleetwood, Pennsylvania.

1981

CONCERN opens its first regional office with the Susquehanna Valley Regional Office opening in Lewisburg, PA.

Agency initiates Special Needs Fund to enhance the quality of life of the children in care.

1982

Recipient of award from Eastern Pennsylvania Better Business Bureau – a first for a non-profit organization.

1983

CONCERN Treatment Unit for Boys (CTUB) opens in Lehighton, Pennsylvania.

Doylestown, PA regional office opens.

1984

The 1,000th child is admitted into care.

1985

Foster Care for Severely Disabled Children (currently known as Medical Foster Care) Initiated.

1986

The Northeast Regional Office opens in Pittston, PA (office later moves to present location in Eynon, PA).

1988

A second CONCERN Treatment Unit for Boys opens in Coatesville, PA

Lehigh Valley Regional Office opens in Bethlehem, PA.

Coatesville, PA regional office opens.

CONCERN opens first regional office outside of Pennsylvania in Bladensburg, Maryland (office later moves to present location in Lanham, MD).

CONCERN Counseling Services becomes licensed as a provider of outpatient mental health services by the Pennsylvania Department of Public Welfare’s Office of Mental Health.

Contracts with first company to provide an Employee Assistance Program.

1989

Earns “Private Residential Program of the Year” award from the Pennsylvania Commission on Crime and Delinquency.

1991

Participative Management Process established to allow employees and foster parents the opportunity to give input regarding agency policies.

Intermediate Treatment Foster Care program is initiated.

Changes names to CONCERN – Professional Services for Children, Youth, and Families to reflect our continued work with families.

1992

Business planning process becomes formalized.

1993

CONCERN celebrates 15th Anniversary and receives a Proclamation from Pennsylvania State Senate.

New Mission Statement adopted utilizing Participatory Management Process.

Former Doylestown and Coatesville regional offices consolidate as Southeast Regional Office and move to Fort Washington, PA (office later moves to present location in Willow Grove, PA).

The 5,000th child is admitted into care.

1994

Strategic planning process becomes formalized.

Receives license for behavioral health rehabilitative services in Pennsylvania.

Planned Giving Program is initiated.

1995

Volunteer Program is initiated.

1997

Agency website, www.concem4kids.org is launched.

1998

CONCERN’s Greater Berks Regional Office expands its service area and opens a branch office in Reading, PA (office later moves to present location in Wyomissing, PA).

CONCERN celebrates 20th Anniversary and receives a Proclamation from Pennsylvania State Senate.

1999

Agency initiates STAR – Supporting Teens After Release – Fund to provide assistance to young adults after they leave care.

2001

CONCERN begins COMPADRES program, a foster care/mentoring program serving the Latino community.

The Foster/Adopt program begins to better facilitate adoptions for children already in foster care.

2002

CONCERN Counseling Services receives contract to offer services at the Berks County Youth Center.

2003

CONCERN celebrates 25th Anniversary.

Mother/Baby Independent Living Program is initiated.

2004

The 10,000th child is admitted into care.

2005

CONCERN’s Susquehanna Valley Regional Office and CONCERN Counseling Services expands its service area and opens a service site in Wellsboro, PA.

Agency initiates The CONCERN Fund to meet capacity building and physical infrastructure needs. This discretionary funding would give CONCERN the flexibility to meet the rapidly changing needs we encounter now as well as in the future.

2006

CONCERN’s Susquehanna Regional Office expands its services to respond to community needs for behavioral health services and opens additional site in Lewisburg, PA.

2007

Structured Mother/Baby Program (currently known as Mother/Baby Foster Care) begins in Maryland.

Summer Therapeutic Activities Program (STAP) begins in Wellsboro Branch Office.

2008

CONCERN Counseling Services receives contract to offer services at the Lehigh County Youth Center.

Family Based Mental Health Services (FBMH) begins in Wellsboro Branch Office.

2009

Community Residential Rehabilitative Services (CRR) begins in Wyomissing Branch Office.

2010

CONCERN Counseling Services begins Telephone Crisis Intervention Service in Bradford and Sullivan Counties (PA).

CONCERN Counseling Services begins Partial Hospitalization Program in Mansfield, PA.

CONCERN Counseling Services expands its service area and opens a service site in Towanda, PA.

2011

CONCERN Counseling Services expands its service area and opens a service site in Towanda, PA.

CONCERN Counseling Services begins Tele-psychiatry program in Towanda, PA.

CONCERN Counseling Services divided into two regions – Eastern and North Central.

In-Home services program begins in Greater Berks Regional Office.

SHARE Fund is established allowing CONCERN sites to consolidate and share its fundraising resources.

2012

CONCERN Counseling Services assumes operation of Mansfield Clinic from Tioga County in Mansfield, Pennsylvania.

2013

CONCERN Counseling Services expands its service area and opens a service site in Laporte, PA.

CONCERN Counseling Services begins Parent-Child Interaction Therapy (PCIT) Program begins in Fleetwood, PA.

CONCERN Counseling Services Begins School-based Outpatient Services Program in the Fleetwood (PA) Area Schools District.
