Focus on our Families – The Harpels
Scott and Gretchen Harpel were approved as foster parents with CONCERN’s Southeast office in November 2005. Just a month after approval, they received “that” call. This is the call every new foster parent wants to receive – their first placement.
This call was about a baby girl who needed them as much as Scott and Gretchen wanted a child in their home. Little Aliyah was born premature at just 3 lbs., 6 oz. Aliyah was born addicted to drugs and had problems with her heart. It was also possible that she would be mentally retarded, have vision problems or have cerebral palsy.

CONCERN, a nonprofit child welfare agency, has provided foster care, and delinquency services to over 14,000 children and teens since 1978. Founded with three foster parents and eight foster children, CONCERN has grown to 17 office sites with a range of children and youth services, ranging from foster care to delinquency services and counseling.
